what would every officer in your department drive while out on patrol?
Rules:
1. The car cannot cost more than 28k USD
2. It must have space for people in the back to fit without having to cut off their legs
3. It must have a 0-60 time less than 5 seconds (5.5 is acceptable)
4. It cannot be currently used by police departments as of today (no Dodge Chargers, Durangos, Chevy Caprice’s, Ford Explorers, Crown Vic’s , Ford Taurus)

There is the Accord and Camry V6 ars, possibly the only cars that meet the speed and price requirements. The Journey may also work.

Commodore SS-V Redline, which is above the price limit at around $38k USD, BUT cars are crazy expensive in Australia, and also take into account that police fleets get cars for a lot cheaper than civilians, I think it would fit in budget for your average American or Canadian police force. Realistically though they’d be going for something like the SV6, which is too slow for your requirements, but cheap enough.

With these rules WRX or GTI...
Without these rules, easy, Prius. Why? Because they idle all the time, reliability cause it is a Toyota, it already has the extra battery to run their laptops, and it has the storage space to store their stuff.

The Prius isn’t an enthusiasts car for sure. But in my observation, “police work” involving cars is a lot of idling, and just driving around neighborhoods (not race tracks).

Not enough trunk space, not good for high speed pursuit, bad ergonomics on the interior for a police vehicle and seeing how cops drive, they’d all be dead in a year.

I am bored so lets get some actual numbers to verify your reasons.
Trunk space:
Prius has 27.4 cubic feet vs Crown Vic’s 21 cubic feet . But yes it does have less trunk space than an Explorer with the 3rd row removed . With the 3rd row, Prius has more space.
High speed pursuit:
Prius top speed (stock): 110mph
Crown Vic (stock): 110mph, Police Interceptor: 128mph
So the police interceptor and explorer is faster, but not that much faster. Toyota can probably come up with a faster police interceptor version of the Prius. But okay, in a high-speed pursuit Explorer wins
Bad ergonomics:
Okay, don’t know how to google this. So sure, Prius has worse ergonomics than an Explorer.

The Prius is a 2016 IIHS top safety pick. It has a higher score in the small overlap front test than the Explorer. And a “Superior” front crash prevention rating vs the Explorer’s “Basic”. As for the Crown Vic, “moderate overlap front” has a “Good” rating...

One thing: High speed durability and suspension components that won’t shit the bed every five seconds.
99.999% of Police officers would hate having a Prius, just because you can doesn’t mean you should.

Are you saying Toyota doesn’t make durable cars? And their suspensions “shit the bed” all the time? That doesn’t really match up with quality studies. They are number 8 on the Consumer Reports ranking for example.
Just because they will hate it doesn’t mean they shouldn’t. I am pretty sure some officers would rather be driving a WRX than a Crown Vic or an Explorer. But that’s the thing with company cars, you can’t really choose , you get what the company decides is best.

“HIGH SPEED DURABILITY”
The Prius wasn’t designed to hop curbs, take turns at high speeds and most certainly wasn’t designed to withstand driving at over 100 miles per hour for longer than 30 seconds.
If I got assigned a fucking Prius, I’d transfer to a different department. Simple as that.

Hop curbs.. This is a really good point. An Explorer is 100% better at this.
But an Explorer is designed to go 100+mph and take turns at high speeds? Besides most Police work isn’t driving at 100+mph like in the movies. It is idling on the side of the road, and occasionally driving through a 45mph intersection at 60. I also think you underestimate how fast a Prius can go. In California, I see a lot of them flying and tailgating in the passing lane.
I think you really just hate the Prius, it’s okay. I used to hate it to, but then I started to appreciate it for what it is - a car to save a lot of money on gas, and not for what it is not - an enthusiast’s car.

The Police Package is. They’ve all gone through extensive testing to make sure they actually can withstand being used as police vehicles.
And it really depends. Most of the time idling, but lots of 0-50 acceleration at full throttle depending on the department.
Not a single officer would be happy with a Prius, that’s why nobody uses them for Police use outside of parking enforcement.
